How do you know this? Surely you must not be so delusional to believe that your armchair knowledge is exceptional to Jagex, a company with hundreds of workers who would have certainly considered the prospect of starting on Steam + done a comprehensive cost-profit analysis.This is a business that's gaining record profits while using a dwindling player foundation (RS3). Being a company doesn't mean you're unexpectedly god when it comes to those decisions. RuneScape moving to monthly upgrades

They are officially changing the expectation from each Monday having something to it only being once a month. Seems like they are opting for the close of the month for a release point for all their upgrades.
