  In my view as long as he doesnt go up to his friend and say"hello, you know just how you got banned for botting? Yah, it was me who reported you." Then theres nothing incorrect.   Yeah once I was f2p I found people in complete rune tanking the level 50 spiders on the 3rd level of stronghold with bronze arrows. That might work.
